Abstract

***** This paper proposes the indicator real efficiency as the indicator that should be used to measure the management of the judicial system because, unlike other possible indicators (volume, congestion, efficiency), this takes into account the needs of the citizen which is, ultimately, the reason for existence of the judicial system. In the current discussions in Colombia, where in the last five years there have been three reforms to the administration of justice, it is important to note that it is not necessary to make any modifications to the legal framework for the justice sector; it is only necessary to improve the processes through which is administrated the justice, function currently held by the CSJ. In the description made to the current judicial system, there is evidence in any judicial level is an optimal management of processes, that the problem is greater in the High Courts, and that the offices of decongestion turn out to be a response that is not sustainable in the long term.
