Abstract

Nuestro espacio inmediato de interacción social con otros individuos es un territorio colectivo y comunitario. Incluso algunos espacios de propiedad estatal y privada son lugares de acceso colectivo de algunos de sus recursos, bien por la naturaleza física del espacio, bien por la dificultad en el monitoreo y cumplimento de la propiedad. Los espacios colectivos o comunitarios nos enfrentan al dilema de manejarlos de manera colectiva o abandonarlos a que unas reglas de juego incompletas y unos incentivos individuales considerables los lleven a ser un territorio de nadie. Ese espacio común, sea de propiedad estatal, privada o comunitaria, forma parte de nuestra responsabilidad colectiva y, por tanto, debemos comprender los mecanismos para considerarlo espacio de todos y no de nadie. Más aún, esta responsabilidad individual y social por lo colectivo existe independientemente de la figura formal y el peso relativo que tengan el mercado o el Estado en un momento o tendencia particular de gobierno.
