Todos contra el desempleo

Abstract

Este documento plantea las bases para un Plan de Empleo de corto y mediano plazo que procure resultados prontos sin sacrificar el desarrollo económico de largo plazo, condición sine qua non para el aumento del empleo y la productividad laboral. Para ello se combinan políticas que inciden sobre el crecimiento, dentro de las cuales se destaca la paz; las que inciden en los contratos y relaciones laborales y de formación de salarios; las que inciden en la educación y la capacitación laboral y; los programas activos de empleo y mejora de los ingresos. Se procura identificar las responsabilidades de los diversos agentes que inciden directamente formulación de políticas para la generación de empleo e ingresos como son el gobierno, el legislativo, los trabajadores y empresarios organizados y el sistema educativo, sin descuidar los intereses de largo plazo de las generaciones futuras, de los trabajadores no organizados, particularmente si son pobres y, sobre todo, de los desempleados
