Descentralización y equidad en América Latina: enlaces institucionales y de política

Abstract

El presente artículo vincula los procesos de descentralización que están teniendo lugar en América Latina con los esfuerzos de las políticas sociales para aliviar la pobreza y mejorar la distribución del ingreso. El mensaje central de este trabajo es que una de las mejores formas de lograr avances en materia de justicia distributiva es mediante la aplicación de principios de descentralización al entorno micro-institucional del gasto público social.
