Pobreza en Colombia: avances, retrocesos y nuevos retos

Abstract

Hasta 1996, Colombia disfrutó de un elevado crecimiento económico que permitió mejoras sustanciales en la reducción de la pobreza; en los últimos años de dicha década Colombia entró en la más severa recesión económica desde la década de los 30. Los efectos negativos de esta recesión sobre el bienestar del colombiano promedio son evidentes. El objetivo de este artículo es mirar cuán grande fue la caída en el bienestar y cuánto afectó a la población más pobre y a otros grupos vulnerables. Se encuentra que incluso si se restableciera rápidamente el sendero anterior de crecimiento, se necesitaría más de una década para volver a los niveles de pobreza de 1995; es imperativo luchar contra la inequidad en conjunto con un alto crecimiento económico para reversar el efecto de la recesión sobre la pobreza. También se encuentra que, más allá del riesgo inherente a cada grupo específico de población, el papel del mercado de trabajo es vital en la determinación de la vulnerabilidad frente a la pobreza.
