Mitos y realidades sobre dinámica de la pobreza. Fundamentos de protección social para países en desarrollo

Abstract

Este trabajo presenta una síntesis de fundamentos conceptuales para diseñar sistemas de protección social en países en desarrollo. Los fundamentos discutidos riñen con creencias comunes, por lo que se presentan en forma de mitos y realidades. Los mitos son: i) La volatilidad del ingreso del hogar es el problema; ii) Los choques macroeconómicos son la principal fuente de riesgo para los hogares; iii) Hogares sin acceso a servicios sociales ni bancarios están desprotegidos; iv) La protección social debe organizarse por riesgos; v) Con estadísticas de corte transversal podemos informar apropiadamente políticas públicas para intervenir la dinámica de la pobreza.
