Santos y el presupuesto de las universidades públicas colombianas

Abstract

En marzo de 2011 el gobierno del presidente Santos hizo pública una propuesta encaminada a reformar el sistema de educación superior en Colombia. Unos cuatro meses después el gobierno dio a conocer una nueva versión de la propuesta, la cual introduce cambios marginales al esquema de financiación de las universidades públicas delineado en la propuesta inicial. Este artículo muestra que en la reforma educativa las universidades públicas no saldrían bien libradas a mediano y largo plazo, en particular en términos de los aportes del presupuesto nacional por cada estudiante matriculado. Una conclusión central es que la propuesta del gobierno diezmaría las posibilidades de las universidades públicas de contribuir efectivamente a la buscada expansión de la cobertura de la educación superior de calidad.
