El complejo energético argentino y los impactos estructurales sobre el sector externo

Abstract

Desde la desregulación de la actividad hidrocarburífera y la privatización de la petrolera estatal en la década de los anos de 1990, Argentina ingresó de forma subordinada en la cadena de valor global de la energía. Esta dinámica implicó una adaptación a los procesos del exterior tanto por parte de las empresas internacionales como de las locales que operan de forma transnacionalizada, lo que derivó en un persistente drenaje de recursos al exterior. Bajo este marco, a partir de 2010 Argentina experimentó un nuevo proceso de restricción externa. Si bien son varios los factores que explican esta escasez de divisas, el sector energético tuvo una clara incidencia. Así, el objetivo de este artículo es analizar el impacto del complejo energético en el sector externo durante el período 2003-2015. A diferencia de los estudios existentes que consideran únicamente el flujo de bienes energéticos publicados por el INDEC, aquí se analiza la totalidad de la cuenta corriente del complejo energético, así como también la cuenta capital y financiera, considerando como fuente de información el Balance Cambiario del Banco Central. Se trata —en suma— de un análisis más amplio que permite tener una comprensión más cabal del flujo de divisas del sector energético.
