O processo de integracao na América do Sul: da ALALC a UNASUL

Abstract

O presente artigo apresenta e analisa as principais iniciativas de integracao economica, da ALALC a UNASUL, na América do Sul. O objetivo é elencar algumas consideracoes e reflexoes que possam ser úteis para viabilizar um processo de integracao economica consistente. Dentre as principais consideracoes e reflexoes, destacam-se: (i) a excessiva ambicao e rigidez na definicao de metas e instrumentos dos acordos de integracao regional podem acabar comprometendo seu exito; (ii) em uma regiao heterogenea como a América do Sul sao necessários mecanismos que promovam uma distribuicao mais equanime dos frutos da integracao; (iii) o processo de liberalizacao comercial deve ser acompanhado por algum grau de convergencia macroeconomica; e (iv) a virtude da leveza institucional em momentos de bonanca pode se transformar no vício da inoperancia em momentos de crise.
