Abstract

El estado-nación es la unidad política básica del mundo moderno. El estado es el instrumento de la nación colombiana, por ejemplo, para alcanzar objetivos comunes, como superan la pobreza. Sin embargo, esto requiere de una transformación productiva, que adopte, de manera creciente, actividades con alto valor agregado y altos salarios como la manufactura; y no de bajo valor agregado y bajos salarios como las agrícolas y mineras. ¿Cómo hacer esta transición? ¿Por medio del libre comercio, o por medio de la protección arancelaria?
