Aspectos determinantes de la calidad de la educación pública en Medellín: un análisis de los incentivos docentes

Abstract

El trabajo estudia los factores determinantes de la calidad de la educación pública de la ciudad de Medellín, teniendo en cuenta los resultados de las pruebas del ICFES de 2005 y 2007, enfocándose en las características del plantel docente y en el sistema de incentivos a los educadores. Para identificar los determinantes de la calidad educativase emplean dos series de corte transversal usando percentiles de los puntajes ICFES, algo novedoso en el país. La evidencia sugiere por un lado, que la política educativa debería focalizarse en mejorar la cualificación de los maestros y por otro, soportado además por una evaluación de impacto, que el esquema de incentivos y los filtros de selección de docentes juegan un papel importante en la calidad de la educación y, por lo tanto, deben reunirse mayores esfuerzos para mejorarlos.
