Las insuficiencias de la integración en sudamerica: algunas hipótesis explicativas

Abstract

El artículo tiene por objetivo mostrar que en la dialéctica compleja que mantienen mundialización y regionalización, esta última puede contribuir a una mejor inserción en la primera de los países en desarrollo. Sin embargo para alcanzar esta finalidad, el proceso de integración regional debe ser consecuente, es decir cumplir con un mínimo de requisitos básicos que le permitan lograr la meta que se da, la de unaUnión Aduanera o más frecuentemente, la de un Mercado Común. La integración para ser atractiva para todos los participantes debe asegurarle a cada uno un acceso fluido al mercado regional. Esto requiere al menos dos requisitos básicos: seguridad institucional y necesidad de compensaciones entre los socios, en particular para tomar en cuenta las diferencias de dimensión y de desarrollo entre los países socios. Ambas están muy lejos de cumplirse en los dos principales procesos de integración en América del Sur, CAN y Mercosur.
