Abstract
Este trabajo es una exploración del impacto que tienen las Tecnologías de Información y Comunicaciones (TIC), especialmente Internet, no sólo como medio de transmisión de información, sino como fuente primaria de información estadística. A partir de ello, se propone la medición y análisis de estas tecnologías como herramienta útil en las actividades que por ley, desempena el Departamento Administrativo Nacional de Estadística (DANE) de Colombia, que es el departamento encargado de producir y garantizar la calidad de las estadísticas oficiales. El trabajo se concentra en el caso del comercio electrónico: su importancia y sus alternativas de medición. El artículo consta de cuatro partes. En la primera parte se expone el marco teórico que delimita conceptual y metodológicamente el desarrollo del artículo. En la segunda parte se expone cómo las TIC, especialmente Internet, pueden ser utilizadas como fuente primaria de información estadística. En la tercera parte se presenta el caso del comercio electrónico, su importancia actual en el contexto de la sociedad de la información y las alternativas que el DANE puede tener para realizar su medición estadística, utilizando herramientas como la minería de datos y el Business Intelligence. En la última parte se exponen las conclusiones y recomendaciones.-----This work consists of an exploration of the impact ICTs have, especially on the Internet, not only as media in which to transmit information but also as primary sources of statistical information and, as a result, to propose measurement and analysis of this technology as a useful tool in the activities that, by law, the DANE (National Administrative Statistical Department) engages in. In order to carry out the proposed analysis, the work will propound electronic trade as a particular case, its importance as well as alternatives of measurement. In the first section, the introductory framework, which conceptually and methodologically delimits the body of the article, is dealt with. In the second section the reader is explained how ICTs, especially the Internet, can be used as primary sources of statistical information. In the third section, the case of electronic commerce, including its current importance in the context of the information society as well as alternatives DANE can consider in order to complete its statistical measurements (utilizing tools such as data mining and Business Intelligence (BI), is presented. Lastly, conclusions and recommendations are offered.
