Agenda estratégica: una aplicación al diseno de los Planes de Desarrollo

Abstract

El objetivo de este trabajo es proponer un instrumento para la planeación y el seguimiento de agendas de trabajo en el sector público. El instrumento propuesto se llama agenda estratégica y su principal objetivo es facilitar la coordinación de esfuerzos al interior del Estado. Este instrumento centra su atención en la alineación entre estrategia y acción. El documento describe cada uno de los elementos y actores clave de la agenda y sus responsabilidades en el proceso de alineación de esfuerzos.
