Cómo distinguir los problemas de convivencia y problemas de seguridad

Abstract

El objetivo de este trabajo es proponer unos criterios que permitan distinguir las cuestiones de convivencia de las cuestiones seguridad; para ello, se parte del concepto de grupo social. Según la distinción propuesta, los problemas de convivencia serían los conflictos que se dan entre personas que interactuan al interior de un mismo grupo. Los problemas de seguridad serían los conflictos que se dan entre personas que pertenecen a grupos distintos. Pretendemos mostrar que un mismo acto puede ser clasificado como una cuestión de convivencia o una cuestión de seguridad de acuerdo a los roles de los actores involucrados. Así mismo, pretendemos mostrar que dependiendo del tipo de conflito al que la sociedad se enfrente, se requieren distitos tipos de política: algunas veces de convivencia y algunas veces de seguridad.
