Importancia e impacto económico de la preparación estratégica de proyectos de capital público en Colombia

Abstract

Este estudio desarrolla el enfoque de Preparación Estratégica, que incluye decisiones desde la identificación y gestación de los proyectos hasta la administración de crisis operacionales, con una visión de ciclo de vida. El enfoque incluye la pre-inversión y la estructuración clásicas, y las refuerza. Integra los desarrollos de Colombia y experiencias internacionales. Se ofrecen recomendaciones en cuanto a los montos de inversión necesarios para la fase de preparación, la importancia de la fase del diseño para disminuir los riesgos a lo largo del ciclo de vida de los proyectos, el valor de una adecuada gobernanza y liderazgo, y la necesidad de estructurar APP flexibles que sustituyan los litigios por el ejercicio de cláusulas contingentes.
