Abstract

El Programa de Créditos Condonables para Doctorado es una política pública creada en 1992 que busca la formación de capital humano de alto nivel en Colombia. Debido a su importancia en el sector de ciencia, tecnología e innovación, este documento presenta una evaluación de impacto y un análisis costo-beneficio para este programa haciendo uso de herramientas cualitativas y cuantitativas. Con respecto a las primeras, fueron disenadas y aplicadas una serie de entrevistas a beneficiarios, no beneficiarios, directores de programas curriculares y grupos de investigación, decanos de facultades y empresas en varias ciudades del país. Por otro lado, también fue disenada una encuesta a beneficiarios y no beneficiarios sobre temas como la experiencia académica y laboral, la participación en grupos de investigación y la producción académica. Además, esta información fue complementada con registros administrativos del Ministerio de Ciencia, Tecnología e Innovación y del Ministerio de Salud y Protección Social, en particular sobre la cotización al sistema de seguridad social en salud, para evaluar ingresos y formalidad. Luego del procesamiento de esta información y aplicando un modelo de diferencias en diferencias, fue posible identificar que los beneficiarios cuentan con 2,9 publicaciones adicionales y cerca de $286 mil más de ingreso con respecto a los no beneficiarios del programa. Por su parte, frente a otros grupos, los impactos son más altos en hombres que en mujeres, así como son mayores en áreas del conocimiento como ciencias naturales e ingeniería y tecnología. ******Abstract: The Forgivable Loans for Doctorate Program is a public policy, created in 1992, whose objective is the high-level human capital formation in Colombia. Due its importance in science, technology and innovation sector, this document presents an impact evaluation and a cost-benefit analysis for the program using qualitative and quantitative methodologies. From the first one, it was designed and applied a set of interviews to beneficiaries, non-beneficiaries, curricular programs and investigation groups directors, faculties deans and firms in many cities in the country. By the other side, it was designed a survey to beneficiaries and non-beneficiaries about their academic and laboral experience, their participation in investigation groups and their academic production. This information was complemented with other records form the Science and Technology Minister and Health Minister to assess the quotes to social security program in Colombia. After the information processing and applying a differences-in-differences model, was possible to identify that beneficiaries have 2.9 more publications and between $286.000 additional in income regarding non-beneficiaries. For other groups, the impacts are high for men as regards women and are high too for the areas of natural sciences and engineering and technology.
