Informe evaluación de impacto AMTEC

Abstract

Este informe presenta los resultados de la evaluación de impacto cuantitativa y cualitativa del programa de Adopción Masiva de Tecnología (AMTEC) en la productividad de las fincas arroceras en Colombia. Este programa surge de la necesidad de implementar un modelo de transferencia para difundir entre los productores las mejores prácticas derivadas de procesos investigativos, así como de la experiencia de transferencia existente, con el objetivo de aumentar los rendimientos y reducir los costos de producción del cultivo del arroz. AMTEC fue concebido y disenado por FEDEARROZ- Fondo Nacional del Arroz, desde 2012 en el contexto de un conjunto de factores que indicen sobre el sector arrocero, como son la variabilidad y el cambio climático, y los Tratados de Libre Comercio, y especialmente el suscrito con los Estados Unidos que tiene un período de desgravación a 19 anos (Diagrama 1). Este último, en particular, implica grandes desafíos para mejorar la competitividad de la producción nacional en un período de tiempo que va siendo cada vez más estrecho dado que ya ha transcurrido cerca de la mitad del período total de desgravación.
