Elementos para una nueva política de desarrollo productivo en Colombia

Abstract

Colombia tiene una necesidad apremiante de disenar y aplicar una política de desarrollo productivo idónea que fortalezca el sector manufacturero y le permita jalonar un crecimiento económico estable y sostenible en el mediano plazo. En el presente estudio se proponen los principales elementos que se considera deben tenerse en cuenta para una nueva política de desarrollo productivo en Colombia. En ese contexto, se destacan las motivaciones centrales que debe tener una nueva política, los lineamientos que debe seguir su ejecución y sus componentes esenciales. En el estudio se realiza además un recuento de los errores cometidos en veinte anos de aplicación de políticas de competitividad en el país y se presentan las características que debería tener un nuevo arreglo institucional de la política para superarlos.
