Efectos sobre bienestar y pobreza de la política comercial agrícola : el caso del arroz en Colombia

Abstract

El arroz procesado juega un papel importante en la canasta familiar de los hogares colombianos, y en particular, en la canasta de los más pobres. Por lo tanto, cambios en el precio del arroz tienen un efecto grande sobre medidas de bienestar social. Partiendo de la observación de que el precio del arroz blanco en Colombia ha sido históricamente superior al precio del arroz en países vecinos como Ecuador y Perú, en este trabajo analizamos el efecto de la política comercial en el proceso de formación de precios del arroz y lo comparamos con otros posibles factores explicativos. Encontramos que la política comercial reduce el bienestar de consumidores de arroz y lo transfiere hacia cultivadores de arroz paddy. Mostramos que independientemente de consideraciones relacionadas con la estructura del mercado nacional, el efecto de la política comercial sobre el precio del arroz en Colombia es particularmente regresivo.
