Actualización de la tasa de rendimiento del capital en Colombia bajo la metodología de Harberger

Abstract

La tasa social de descuento es ampliamente utilizada en la evaluación social de proyectos, especialmente aquellos que proveen bienes públicos cuyos resultados afectan a las generaciones futuras. En el presente documento se sigue la metodología de HARBERGER (1969) para hacer una actualización de la tasa social de descuento con los datos de Cuentas Nacionales de 2015. En la actualidad se utiliza un cálculo hecho a finales de los sesenta. Se encuentra que la tasa social de descuento es de 9%, tres puntos porcentuales por debajo de utilizada hasta ahora, que es de 12%.
