Inversión pública sectorial y crecimiento Económico: Una aproximación desde la Metodología VAR

Abstract

El objetivo del presente documento es determinar para Colombia el impacto que tiene la inversión pública sectorial en el crecimiento económico. Ello permitirá conocer hacía que rubros se debe enfocar la inversión pública si se desean obtener unos mayores niveles de producción. En la literatura económica existen cuatro metodologías principales para evaluar el impacto que tiene la inversión pública sectorial y total sobre el crecimiento económico. Estas son: la metodología de la función de producción, la metodología del comportamiento de la firma, el análisis a partir de cohortes y el uso de modelos VAR. De las anteriores metodologías en el documento se utiliza la que hace referencia a los modelos VAR. La principal ventaja que presenta ésta frente a las otras metodologías es que no restringe las estimaciones econométricas a relaciones de causalidad unidireccionales. Además, no ha sido utilizada para analizar el caso colombiano. En el documento se llega a la conclusión que los rubros de la inversión pública sectorial en Colombia que tienen un mayor impacto positivo sobre la producción de la economía son en su orden el de electricidad, gas y agua; el de educación; y el de minería e industria manufacturera.
