Garantías en carreteras de primera generación. Impacto económico

Abstract

Este trabajo estudia el impacto económico del cumplimiento de las garantías en los contratos de primera generación de carreteras. Se hace un recuento de la evolución de la valoración de los pasivos contingentes en Colombia, al igual que de la experiencia internacional en el tema de las concesiones en carreteras. Finalmente, se propone un modelo de simulación para estimar el valor esperado del pago por concepto de garantías de tráfico en dichos proyectos. Se concluye que dicho valor será importante y tendrá un gran impacto en las finanzas estatales.
