Abstract

Contratación pública de obras de infraestructura en Colombia es conflictiva, poco eficaz y eficiente. Casi sin excepción las grandes obras de infraestructura terminan en los tribunales. Varios factores conspiran para que sea así. Estos factores tienen un denominador común: cierta desatención a la teoría económica por parte de los autores de la ley 80 de 1993. Mi objetivo general consiste en encontrar las causas del problema y formular recomendaciones de política dirigidas a mejorar el proceso de contratación pública en Colombia. Mis objetivos específicos son: Disenar un modelo formal de la estructura de las organizaciones estatales encargadas de construir obras de infraestructura. Formular las condiciones, cuando a una entidad estatal le conviene la integración vertical y cuando le conviene subcontratar bienes y servicios. Hacer análisis económico de la ley 80
