Evaluación al seguro de salud en Antioquia 1996-2003

Abstract

La intención fundamental de la Constitución política de 1991 y las leyes que desarrollaron el Sistema General de Seguridad Social en salud, fue la de universalizar la cobertura de salud para todos los habitantes del territorio nacional. Una forma de conocer sus logros es haciendo seguimiento a la implementación del modelo y a la evolución del aseguramiento en aquellos departamentos del país que han tenido una tradición de eficiencia en la prestación de los servicios públicos a la comunidad. Siguiendo ésta lógica, el presente estudio analiza el impacto que el nuevo modelo de salud tuvo en el departamento de Antioquia. Se pretende específicamente realizar una evaluación de la cobertura del seguro de salud entre los años 1996 – 2003, teniendo en cuenta el escenario económico local y la participación de los municipios antioqueños en el sistema de reparto de las transferencias constitucionales para la atención del régimen subsidiado de salud.
