Cartagena, entre el progreso industrial y el rezago social

Abstract

Cartagena de Indias, located in the Colombian Caribbean coast, and capital of Bolívar department, is currently going through a defining moment in its economic history. Two of its key sectors are initiating important projects: the existing oil refinery, with and expansion and modernization of its facilities, and the port, ranked as the best one of the Colombian Caribbean, with an expansion to increase capacity and efficiency. Nevertheless, compared to the economic activity, poor improvements are shown regarding social indicators in the city. While Cartagena shows one of the highest tax revenues´ annual growth rates, the city is also on the top rank of poverty and inequality. In this paper I focus on the most recently conducted investments in Cartagena, as well as the impact on socioeconomic indicators. I also present the future perspective of the city and how local authorities and entrepreneurs see themselves contributing to the forthcoming challenges. RESUMEN: Cartagena de Indias, capital del departamento de Bolívar, actualmente está atravesando por un momento determinante en su reciente historia económica. Dos de sus sectores claves están emprendiendo proyectos definitivos: la ampliación y modernización de la refinería y la expansión del puerto, calificado como el mejor puerto del Caribe. No obstante, su situación social presenta avances menos notorios que su actividad económica. El documento presenta una caracterización de ese desarrollo industrial y portuario de Cartagena, así como algunos de sus indicadores sociales. Los resultados muestran que la ciudad se ha especializado en el sector petroquímico-plástico, a su vez, se ha posicionado como una de las principales ciudades colombianas con mejor crecimiento anual de ingresos tributarios en los últimos anos. Pese a esto, la pobreza y desigualdad social siguen siendo persistentemente altas. Uno de los indicadores sociales en los que ha habido mayor incidencia positiva es la vinculación laboral, aunque principalmente temporal. Con esto se busca mostrar una perspectiva de la ciudad, así como los retos que tiene por superar.
