Generación de Empleo y Parafiscalidad: Soluciones Estructurales en Tiempos de Crisis

Abstract

El problema del desempleo ha pasado a constituirse en el principal problema nacional del cuatrienio 2002-2006. Las empresas enfrentan sobre-cargas a la nómina equivalentes al 37.2%, después de los incrementos de la Ley 100 de 1993. En este trabajo argumentamos a favor de una reducción de 4 puntos porcentuales en los costos parafiscales, lo cual redundaría en la creación de entre 145,000 y 390,000 empleos adicionales por año. Las contribuciones parafiscales quedarían así: las Comfamiliares pasarían del 4% al 1%, donde 2 puntos constituirían un alivio tributario para las empresas que generan empleo formal y 1 punto sería redirigido a incrementar las contribuciones pensionales tanto públicas como privadas; la del SENA pasaría del 2% al 1%, dejando a las empresas decidir sobre los beneficios de destinar recursos adicionales a la capacitación laboral; y la del ICBF se reduciría del 3% al 2%, requiriéndose por parte del gobierno nacional de un gran esfuerzo por allegar presupuestalmente el equivalente a $200,000 millones (del año 2000), con el fin de continuar atendiendo las necesidades del ICBF, pero con el aliciente de derribar las barreras que obstaculizan la generación del empleo formal.
