Estrategia para Cerrar la Brecha Fiscal

Abstract

Las encuestas muestran que los colombianos esperan que el Estado les garantice y dé solución a sus problemas de salud, empleo y educación. La Constitución de 1991 le dio base legal a estas aspiraciones mediante la promulgación de los derechos económicos y sociales de los ciudadanos; dentro de estos derechos, la Seguridad Social se establece como un “servicio público de carácter obligatorio que se prestará bajo la dirección, coordinación y control del Estado” y se garantiza a todos los habitantes el derecho irrenunciable a ésta. Igualmente, la Carta de 1991 estipula la responsabilidad del Estado en cuanto a la prestación de servicios de salud a sus habitantes, la determinación de las condiciones necesarias para hacer efectivo el derecho a una vivienda digna, la igualdad de oportunidades para los trabajadores y el aseguramiento de la educación como derecho de toda persona.
