Banca Central y Coordinación Macroeconómica: El Caso de Colombia

Abstract

En este trabajo discutimos los objetivos, organización e instrumentos del Banco de la República, enfatizando cómo estos factores afectan la toma de decisiones y la consistencia de las mismas. En vez de extrapolar mecánicamente las experiencias de otros países, nuestro análisis apunta hacia la necesidad de mejorar los esquemas de coordinación entre el Ministerio de Hacienda y el Banco, sin necesidad de tener que recurrir a nuevos cambios constitucionales. Si bien para el Banco el objetivo primordial es el control de la inflación, su sostenibilidad depende de los equilibrios fiscales y externos. Dado que el Banco maneja también el sistema cambiario, resulta ineludible una buena coordinación macroeconómica con el gobierno. Ni el número total de miembros en la Junta (siete), ni la participación del Ministro de Hacienda en ella son obstáculos serios para poder mantener inflaciones de un dígito, en un ambiente de crecimiento económico sostenido.
