Las ilusiones de la democracia: el voto programático en Colombia

Abstract

Este documento examina el cumplimiento del voto programático en Colombia analizando los Programas de Gobierno (PG) de los candidatos a las alcaldías de 2019 y 2023. Utilizando técnicas de procesamiento de lenguaje natural, se identificaron patrones de plagio en aproximadamente el 11.8% de los PG en 2019 y el 9.3% en 2023. El análisis revela patrones geográficos y socioeconómicos en la distribución del plagio, con una marcada concentración en la región Caribe y zonas periféricas del país, correlacionada con indicadores de pobreza y debilidad institucional. Adicionalmente, se descubrieron redes complejas de plagio, algunas abarcando más de 50 municipios, sugiriendo una tercerización sistemática de estos documentos. Estos hallazgos denotan la poca relevancia práctica que tienen los PG en territorios con democracias más vulnerables y resaltan la necesidad de robustecer los mecanismos del voto programático para reducir las fallas en la representación política a nivel local.
