¿Mandato del cielo? Dinastías políticas y desarrollo económico local en Colombia

Abstract

Este trabajo evalúa el impacto de la elección de candidatos a alcaldías de origen dinástico sobre el desarrollo económico municipal en Colombia. Para realizarlo, se utiliza un diseno de regresión discontinua nítida que permite comparar municipios donde los candidatos dinásticos ganan o pierden las elecciones por un margen pequeno de votos. Los resultados sugieren que no existen diferencias en los niveles de actividad económica ni en calidad de los bienes públicos entre los municipios gobernados y no gobernados por alcaldes dinásticos. No obstante, se encuentra que la elección de candidatos dinásticos está asociada a mejoras en la provisión de algunos servicios públicos a nivel municipal. Lo anterior se puede explicar debido a que los alcaldes dinásticos tienen mayores vínculos con el Congreso de la República y reciben un mayor monto de transferencias discrecionales, que destinan principalmente hacia el gasto en infraestructura. Sin embargo, estas transferencias también están asociadas a un mayor riesgo de corrupción en la contratación pública local.
