Los Hogares Colombianos Ante Los Choques: Efectividad De Los Mecanismos De Proteccion Social

Abstract

Este trabajo presenta un análisis de los choques que afectan a los hogares, y de las estrategias que utilizan ante ellos. Se encuentra que efectivamente son los hogares pobres, los más vulnerables ante los choques y quienes cuentan con menores herramientas para manejar el riesgo. En este contexto, el objetivo principal del documento es evaluar la efectividad de los mecanismos de protección del Estado en prevenir que estos hogares apliquen las peores estrategias, y/o reduzcan sus niveles de consumo como consecuencia de los choques. Utilizando el método de Propensity Score Matching y con los datos de la encuesta de calidad de vida de 2003, se encuentra que los mecanismos de protección social evaluados- Régimen subsidiado en salud y Hogares Comunitarios de Bienestar- previenen, en alguna medida, la aplicación de estrategias perversas y permiten un mayor consumo en caso de choque.
