La prestation de soins informels et l’offre de travail au Canada

Abstract

With an ageing population and an increasing number of elderly people suffering from chronic diseases, the demand for elderly care in Canada is set to increase considerably over the next few decades. Much of this care is provided on an informal and unpaid basis. We are witnessing the phenomenon of the ‘sandwich generation’, which has to respond to demands for care from young children and elderly parents. Designing public policies to support family carers requires a clear understanding of the realities faced by these people. In this study, the authors analyse the links between the provision of informal care to older people and the labour market participation of carers using data from the Longitudinal and International Adult Survey (ELIA) for the period 2014 to 2018. They also examine the importance of the ‘economic burdens’ associated with informal caregiving as well as the influence of general labour market conditions on informal caregiving. Informal carers provide an average of 12.3 hours of care per week. Women provide 34% more hours of care than men. One in five carers say they suffer an ‘economic burden’ as a result of their caregiving in the sense that caregiving has had a negative impact on their finances, their work or both. En raison du vieillissement de la population et de l’augmentation du nombre de personnes âgées souffrant de maladies chroniques, la demande de soins aux personnes âgées au Canada devrait augmenter considérablement au cours des prochaines décennies. Une grande partie de ces soins est fournie de manière informelle et non rémunérée. On assiste au phénomène de la « génération sandwich » qui doit répondre à des demandes de soins émanant des jeunes enfants et des parents âgés. La conception de politiques publiques visant à soutenir les proches aidants nécessite une compréhension claire des réalités que vivent ces personnes. Dans cette étude, les auteurs analysent les liens entre la prestation de soins informels aux personnes âgées et la participation au marché du travail des aidants à partir des données de l’Enquête longitudinale et internationale des adultes (ELIA) pour la période 2014 à 2018. Ils examinent aussi l’importance des « charges économiques » associées à la prestation de soins informels ainsi que l’influence des conditions générales du marché du travail sur la prestation de soins informels. Les aidants naturels consacrent en moyenne 12,3 heures de soins par semaine. Les femmes fournissent 34 % plus d’heures de soins que les hommes. Un aidant sur cinq déclare subir une « charge économique » en raison de sa prestation de soins au sens où la prestation de soins a eu un impact négatif sur leurs finances, leur travail ou les deux.
