Abstract
In Quebec, the COVID-19 pandemic has focused on the precarious situation in which seniors live, particularly housing in long-term care facilities (CHSLDs), housing in intermediate resources and family-type resources (RI-RTF in French) and private residences for seniors (RPAs in French). In this report, the authors examined the various models of RPAs and the issues that jeopardize access to housing or services in RPAs, the quality of these services, and the very survival of some RPA models. The study is based on a wide range of data and information, including interviews and surveys with RPA managers, staff and residents, as well as statistical data on RPAs obtained through access to information requests made to the MSSS and all CISSS/CIUSSS. The authors conclude that the administrative and regulatory burden—which has increased considerably in recent years—is directly related to the issues involved in providing RPA services in Quebec and the closure of RPAs, particularly small RPAs. Au Québec, la pandémie de COVID-19 a mis l’accent sur la situation précaire dans laquelle se trouvent les milieux de vie pour personnes aînées, en particulier celle qui prévaut en centre d’hébergement et de soins de longue durée (CHSLD), en ressources intermédiaires et ressources de type familial (RI-RTF) ainsi qu’en résidences privées pour aînés (RPA). Dans ce rapport, les auteurs s’intéressent aux différents modèles de RPA ainsi qu’aux enjeux qui mettent en péril l’accessibilité à un logement ou à des services en RPA, la qualité de ces services et la survie même de certains modèles de RPA. L’étude s’appuie sur un vaste ensemble de données et d’informations incluant des entrevues et sondages réalisés auprès de gestionnaires, de membres du personnel et de résidents de RPA, et des données statistiques sur les RPA obtenues à la suite de demandes d’accès à l’information effectuées auprès du MSSS et de l’ensemble des CISSS/CIUSSS. Les auteurs concluent que la lourdeur administrative et réglementaire — qui s’accroit considérablement depuis les dernières années — est directement liée aux enjeux présents dans l’offre de services en RPA au Québec et à la fermeture de certaines RPA, en particulier les petites RPA.
