Compulsory Competitive Tendering : l'expérience anglaise

Abstract

Compulsory Competitive Tendering (CCT) has dramatically changed the way municipal services are delivered in England. Existing literature on this topic has focused on the savings realised, and the impact of CCT through the mandatory aspect of competition. However, this report shows that what has revolutionised service delivery in british municipalities is less the recourse to invitations to tender than the obligation for municipalities to hold separate accounts for each service. This modification in the process allowed for more efficient management and more effective internal controls. Furthermore, specific data on costs, productivity and effectiveness of the services, non-existent hitherto, can now be collected and allow for comparisons between municipalities, thus facilitating any benchmarking process. Jusqu'à présent, la plupart des articles traitant du CCT se sont concentrés sur les économies réalisées ou ont étudié l'impact du CCT à travers l'aspect obligatoire de la mise en concurrence. Or, ce qui a révolutionné les façons de faire au sein des municipalités, comme le souligne ce rapport, c'est moins le recours forcé aux appels d'offres que l'obligation, pour les régies internes, de tenir des comptes séparés pour chacun des services. Cette modification dans les procédés a permis une gestion beaucoup plus efficace des régies internes. De plus, les données sur les coûts, la productivité et l'efficacité des services, inexistantes jusqu'alors, ont pu être colligées afin de permettre des comparaisons entre les municipalités, facilitant ainsi le benchmarking.
