S’attaquer aux crises épidémiologiques : oui, mais à quel prix ?

Abstract

Whether it is spending on population health surveillance, disease prevention or health promotion, all have dropped significantly compared to what they would have been without the COVID-19 pandemic. These are the findings of a major CIRANO study (Ammi et al., 2024) based on rich population, demographic, socio-economic and epidemiological health data and rigorous econometric methods. While necessary, efforts to monitor emergencies and health risks and protect health have been at the expense of other public health actions. This could have a deleterious effect on the health of populations, and it is crucial to measure its extent. Qu’il s’agisse des dépenses en surveillance de la santé des populations, en prévention des maladies ou en promotion de la santé, toutes ont baissé de façon importante comparativement à ce qu’elles auraient été en l’absence de la pandémie de COVID-19. Ce sont là les conclusions d’une étude CIRANO d’envergure (Ammi et al., 2024) qui s’appuie sur de riches données de santé populationnelle, démographiques, socioéconomiques et épidémiologiques et des méthodes économétriques rigoureuses. Bien que nécessaires, les efforts en monitorage des urgences et risques sanitaires et en protection de la santé se sont faits au détriment d’autres actions de santé publique. Ceci pourrait avoir entraîné des effets délétères sur la santé des populations et il est primordial d’en mesurer l’ampleur.
