Abstract

P. Guillaumont et S. Guillaumont Jeanneney reviennent ici sur la politique de change du Vietnam à la lumière de la crise asiatique et des expériences monétaires des pays de la région. Ils en déduisent que la politique d'ancrage du dông au dollar et de flottement contrôlé menée par le pays depuis 1922, après une période de forte dépréciation, a conduit à une stabilisation du taux de change et, depuis 1996, à une baisse faible en comparaison de la situation des autres pays asiatiques, ainsi qu'à une maîtrise de l'inflation dans un contexte de croissance rapide. Ils considèrent que le risque d'une crise financière comme les pays d'Asie du Sud-Est en ont connu est faible, même si le pays reste vulnérable à une crise de change en raison du déficit de sa balance des paiements courants et de la dollarisation de l'économie. L'expérience vietnamienne est-elle susceptible d'alimenter le débat sur "le bon régime de change des pays émergents?"
