L'impact des dépenses sociales sur le travail des enfants

Abstract

Nous développons un modèle théorique dans lequel le travail des enfants résulte d'un arbitrage de la part des ménages entre travail et scolarisation, l'éducation étant considéré comme un investissement en environnement risqué. Dans ce cadre, nous mettons en évidence et apprécions l'impact des dépenses publiques d'éducation et de santé sur le travail des enfants. Nos résultats théoriques, validés empiriquement en économétrie de panel sur un échantillon de 66 pays en développement entre 1985 et 2000, révèlent que les dépenses de santé permettent d'autant plus de réduire le travail des enfants, que l'environnement est risqué, alors que l'efficacité des dépenses d'éducation est conditionnée à l'attitude des ménages vis-à-vis du risque.
