Abstract

A dominant trend of the literature maintains that donors’ assistance should be targeted to poor countries with sound institutions and policies. In this context donors’ selectivity refers to what extent their aid is allocated according to the principles of this “canonical” model. This paper shows that it is justified for donors to use simultaneously other criteria of selectivity, such as those reflecting impediments to development like vulnerability to external shocks and low level of human capital. Taking into account these other criteria changes dramatically the judgement on donors’ selectivity.
