Impacto de la ayuda sobre el crecimiento económico. El caso de América Latina y el Caribe

Abstract

Los países de América Latina y el Caribe han percibido desde 1960 un montante de AOD equivalente al 0,48% del PIB regional. El presente artículo analiza la eficacia lograda por estos recursos a través de un modelo analítico del impacto de la ayuda sobre el crecimiento basado en la nueva teoría de crecimiento. Se evalúa la eficacia de la ayuda en relación con la tasa de crecimiento del PIB per capita de la población con renta inferior al noveno decil, por entender que este procedimiento define de manera más precisa el impacto deseado de la ayuda en un ámbito geográfico de elevados niveles de desigualdad. La estimación econométrica describe un escenario de aparente ineficacia de la ayuda, en parte debido a las prácticas de gestión insuficientemente coordinadas de los donantes. En concreto, la excesiva volatilidad y fragmentación de la ayuda han menoscabado el crecimiento regional, al tiempo que la ayuda ha sido más eficaz en los países con mejores prácticas de gobernabilidad.
