Mapas estratégicos de ayuda para América Latina y el Caribe

Abstract

El debate sobre cómo asignar geográficamente la ayuda se ha enriquecido gracias al desarrollo de estudios “normativos” que proponen principios distributivos concretos para aumentar el impacto de la ayuda sobre la reducción de la pobreza global. En este contexto, dos escuelas de pensamiento económico ofrecen interpretaciones distintas en torno a los criterios que deben guiar la asignación “óptima” de la ayuda oficial al desarrollo (AOD): de una parte, el pa-radigma utilitarista propone asignar la ayuda de forma que se maximice la reducción de la incidencia de la pobreza en el mundo en desarrollo, y, de otra parte, el paradigma de la igualdad de oportunidades propone criterios distributivos que igualen las oportunidades de reducir la pobreza en todos los países en desarrollo.
