A Historical Survey of Ship Reactivations

Abstract

In December 2016, the Navy released a new force structure assessment that called for a fleet of 355 ships—substantially larger than the current force of 283 ships. This report focuses on one of several approaches that the Navy could use to increase the size of its fleet: reactivating decommissioned ships. It draws insights from past experiences that might inform lawmakers’ decisions about reactivating retired ships in the future.
