Determinantes del desarrollo industrial y políticas de desarrollo productivo en Bolivia

Abstract

La Industria Manufacturera se convirtió en uno de los sectores de mayor incidencia en el crecimiento económico de Bolivia. No obstante, uno de los limitantes aún presentes para una mayor expansión y diversificación del sector, son los riesgos asociados a los retornos económicos de la inversión privada y el emprendimiento formal, dada su baja ‘apropiabilidad’ por fallas de mercado y políticas públicas. Por su parte, según la descomposición histórica del crecimiento del sector, un factor fundamental fue el incremento de la productividad total de los factores (PTF). A través de una estimación ARDL de cointegración, se puede inferir que los determinantes para una mayor PTF fueron la estabilidad macroeconómica, mayor capital humano del sector y la profundización financiera. Asimismo, fue fundamental el inicio del proceso de industrialización que se viene implementado en el país, y la implementación de políticas horizontales como verticales que permitieron canalizar la inversión pública hacia un desarrollo productivo e innovador.
