Desfalcos y regiones: un análisis de los procesos de responsabilidad fiscal en Colombia

Abstract

En 1997 Colombia fue catalogada como uno de los cinco países más corruptos del mundo, a partir de ese momento el estudio y los esfuerzos por combatir este flagelo en Colombia se intensificaron. Partiendo de las cifras derivadas de los procesos de responsabilidad fiscal el presente documento busca aproximarse a este flagelo teniendo en cuenta la relación existente entre corrupción y gestión fiscal. En la segunda parte se realiza un análisis exploratorio espacial de los de los indicadores departamentales de riesgo de corrupción de los organismos de control. A partir de las cifras se puede identificar una relación perversa entre pobreza, gestión fiscal y riesgo de corrupción. Las zonas más rezagadas, aquellas con las mayores necesidades de una gestión fiscal efectiva, son las que enfrentan los riesgos de corrupción más significativos.
