Análisis de la respuesta del Estado colombiano frente al Fenómeno de La Niña 2010-2011: El caso de Santa Lucía

Abstract

La ola invernal asociada con el Fenómeno de La Niña 2010-2011 ha sido catalogada como uno de los peores desastres naturales en la historia de Colombia, provocando considerables pérdidas civiles y económicas. Con base en información recolectada entre 2011 y 2014, este documento estudia la respuesta del Estado colombiano frente a la emergencia suscitada por dicha calamidad, tanto en la etapa de ayuda humanitaria como en la fase de reconstrucción. Se hace énfasis en el caso de Santa Lucía, municipio ubicado en el sur del Departamento del Atlántico, para analizar la aplicabilidad de la estrategia en uno de los territorios más afectados por el desastre natural. Los resultados indican que, a pesar de las dificultades que se presentaron durante la ejecución de la estrategia, los objetivos relacionados con alivio a largo plazo se han ido cumpliendo paulatinamente.
