De Colpuertos a las sociedades portuarias: los puertos del Caribe Colombiano, 1990-1999

Abstract

El objetivo del presente trabajo consiste en presentar un balance de las concesiones portuarias de Santa Marta, Barranquilla y Cartagena, durante la década de 1990, cuando fueron entregados los terminales de Colpuertos a las Sociedades Portuarias Regionales. A lo largo del trabajo se utiliza una perspectiva comparativa entre los tres puertos del Caribe Colombiano y el d Buenaventura. A siete años de haberse entregado en concesión los antiguos terminales de Colpuertos, se puede afirmar que el proceso de privatización ha sido un exito. Con la reforma se liquidó una empresa estatal burocratizada, paquidérmica y deficitaria, para ser reemplazada por varias empresas privadas eficientes, modernas, que pagan contraprestaciones al Estado y generan utilidades.
