Abstract

The report analyzes labor market developments in Europe, Italy, and Puglia post-COVID-19, highlighting the crucial role of human capital and productive specialization in employment recovery. Based on Eurostat and ISTAT data, the study examines how human resources and innovation stabilized employment rates in hard-hit areas. The report emphasizes the link between employment growth, productive specialization, and tertiary education. In Puglia, high local unit density, entrepreneurship, and qualified human capital drove positive employment trends. The document concludes with recommendations for integrated policies promoting advanced education, continuous training, and entrepreneurship to sustain long-term employment growth.
