Les réseaux et la fragmentation urbaine : le cas des petits opérateurs des services d’eau à Cochabamba (Bolivie)

Abstract

En Bolivie, face à la capacité limitée du secteur public à fournir des services de base et des infrastructures, des dizaines d’organisations de quartier de la région métropolitaine de Cochabamba développent des pratiques et des stratégies visant à gérer de manière autonome différents services, notamment l’eau destinée à la consommation humaine.Les stratégies en matière d’autogestion du service des eaux sont élaborées par une série d’opérateurs locaux de petite échelle, des petites organisations de quartier ayant pour objet principal de garantir l’accès aux services des eaux à travers l’administration de petits systèmes et réseaux de distribution d’eau. Leur action permet un accès équitable et permanent à cette ressource. Toutefois, ces stratégies mènent à un contexte de fragmentation urbaine où se propagent des processus considérables de dislocation sociale, entraînant une perte de solidarité entre habitants et une division de la ville en centaines de fragments.
