Sénégal : les enjeux du régime de croissance après l’alternance politique

Abstract

Alors que la dernière publication des Perspectives économiques du FMI souligne les bonnes performances de l’ensemble de l’Afrique subsaharienne depuis une dizaine d‘années, les pays de l’UEMOA font figure d‘exception, notamment depuis le milieu des années 2000. Le Sénégal n‘échappe pas à cette spécificité : le rythme de croissance s‘est affaibli depuis 2006, un certain nombre de chocs se sont conjugués aux limites structurelles du modèle de croissance sénégalais et, aujourd‘hui, bien que le pays ait atteint la catégorie des pays à revenu intermédiaire inférieur, son PIB par tête ne converge pas vers celui de la moyenne du continent et ses performances concernant les OMD sont très inégales. Pour analyser cette situation, cette étude propose de répondre à trois questions : quelles contraintes limitent la croissance du pays ? Quelle est l’évolution des finances publiques depuis 2008 ? Quels sont les équilibres extérieurs de l’économie ?
