Deux poids, deux mesures pour le financement du développement

Abstract

La question du financement international du développement et du climat est aujourd’hui au-devant de la scène, notamment à l’approche des COP 29 et 30 et de la Conférence FfD4 de Séville mi-2025. Or, la communauté internationale dispose de peu de mesures adaptées et partagées qui permettraient de fonder les bases d’une politique globale dans ce domaine, notamment à partir de normes précises d’éligibilité, de fixation de cibles et d’évaluation du chemin parcouru. L’aide publique au développement (APD) reste de loin, en dépit de ses limites reconnues, la métrique de mesure la plus connue et utilisée, notamment dans le débat public et démocratique.Le “Total Official Support for Sustainabale Developement”(TOSSD) et les différents agrégats de la finance climat se sont plus récemment ajoutés à l’appareillage utilisé par la communauté du développement, mais sans donner lieu jusqu’à présent à un dispositif normé, clarifié et complémentaire permettant de fonder une politique publique globale et le jeu clair d’incitations qui s’y attacheraient.Le propos de ce Policy Paper est de revisiter ces différents concepts afin de dégager une série de propositions et pistes de travail qui permettraient de les faire évoluer vers une architecture cohérente de mesure du financement du développement.
